The most important resource that has strained the relations between governments and nations around the world in general and in the Middle East in particular and has affected the security and bilateral and multilateral relations of the countries of the Middle East region is water resources. By adopting the policy of water versus oil by implementing the dam construction project on the two rivers, Tigris and Euphrates, Turkey somehow considers the exclusive right to exploit them and controls the water flowing to the downstream countries. In this article, the question is raised that Turkey is looking for a change in the pattern of regional cooperation-competition by using water policies (hydropolitics)? And will the construction of this competitive project considered by Turkey become a major security problem for neighboring countries and the region? Using the theoretical framework of regional security, this article assumes that Turkey is seeking hegemony in the Middle East in order to adopt its water policies, and as a result, the policies adopted by Turkey cause environmental, economic, and political problems. , geopolitics, etc., which can be said to have become a vital and security problem for neighboring governments and countries, which will be analyzed in detail in the text of the article.
