America's foreign policy towards Afghanistan based on John Mersheimer's offensive realism opinions from (2001-2020)

The incident of September 11, 2001 is a turning point in international politics, especially the foreign policy of the United States of America. The occurrence of this incident caused a change in the approach of American foreign policy, and by applying the doctrine of pre-emptive war, America tried to turn the threat into the maximum opportunity. Therefore, in response to this incident, the United States of America took practical measures to counter terrorism in the foreign policy agenda based on the Bush doctrine. The axis and focus of America's attention has been in Afghanistan's fight against terrorism, and the first reaction of America to the September 11 incident was the attack and military presence in Afghanistan. The presence of the United States of America in order to fight terrorism, with consequences and goals such as; Nation-state building, the establishment and development of democracy, the strengthening of the process of governance and governance, the consolidation of stability and the establishment of order and security in Afghanistan after 2001 were sought. With the presence of America in Afghanistan for two decades, in this article, an attempt has been made to answer the question that the foreign policy of the United States was based on the basis and goals and what consequences it sought. The answer to this question is obtained with the findings and proof of the hypothesis that America attacked Afghanistan with the doctrine of pre-emptive war in order to fight terrorism in the form of nation-state building in Afghanistan, but with the failure of this process, the new strategy of the United States of America, the strategy of transferring responsibility It has been instead of being responsible. American foreign policy in the form of aggressive realism has been accompanied by changes; It started with Bush's attack with the responsibility of fighting terrorism and continued with the gradual withdrawal of American military forces during the Obama and Trump eras, and finally with the American peace agreement with the Taliban during the Biden era, the complete withdrawal of the United States led to the fall of Kabul. Also, this research has been done by processing data and library and documentary information, with an analytical approach in the form of aggressive realism theory.
