fa بررسی تطبیقی سیاست خارجی ایالات متحده آمریکا در قبال افغانستان؛ در دوره ریاست جمهوری دونالد ترامپ و جوبایدن تخصصي Special پژوهشي Research <span style="font-size:11pt"><span style="line-height:normal"><span style="direction:rtl"><span style="unicode-bidi:embed"><span style="font-family:Calibri,sans-serif"><span lang="FA" style="font-size:12.0pt"><span b="" style="font-family:" zar="">&nbsp;با وقوع حادثه یازده سپتامبر ۲۰۰۱ در ایالات متحده آمریکا، و حضور جامعه جهانی در افغانستان، مسأله‌ی افغانستان&nbsp; در محور سیاست‌ خارجی آمریکا قرار گرفت. حادثه یازدهم سپتامبرمنجر شد آمریکا به‌منظور مبارزه با تروریسم به‌خاک افغانستان حمله نماید. حمله نظامی ایالات متحده آمریکا با همکاری شورای آتلانیک شمالی( ناتو) در افغانستان، که به‌منظور مبازه با تروریسم در قالب دولت‌-ملت‌سازی در افغانسان&nbsp; انجام گرفته بود، بعد از شکست گروه طالبان به مدت دو دهه،‌ یعنی از سال ۲۰۰۱ &nbsp;تا ۲۰۲۱، هزینه‌ی گزافی را جهت پیشبرد اهداف خویش در افغانستان صرف نمود؛ اما با خروج &nbsp;کامل نیروهای نظامی آمریکا در پانزدهم اگوست ،&nbsp; ۲۰۲۱ و سقوط دوباره افغانستان به‌دست گروه طالبان، سیاست خارجی آمریکا به‌ناکامی مواجه گردید. سقوط دولت جمهوری اسلامی افغانستان، در حالی صورت پذیرفت که جوبایدن سیاست جدید خود را نسبت به افغانستان مبنی بر خروج آمریکا از این کشور تعیین کرده بود.پژوهش پیش روی با رویکرد توصیفی-تحلیلی تطبیقی و با پردازش به داده‌ها و منابع مکتوب و اسنادی، با رویکرد مقایسه‌ای تبیین و گردآوری در پی پاسخ به این پرسش است که میان سیاست خارجی دونالد ترامپ و جوبایدن درقبال افغانستان ، چه تفاوت‌ها و مشابهت های و جود دارد. فرضیه‌ پژوهش پیش روی نشان می‌دهد که سیاست خارجی دونالد ترامپ و جوبایدن، در موضوع خروج نیروهای ناتو از افغانستان اشتراک نظر دارند و هردو دوره &nbsp;به جهت هزینه‌های گزاف اقتصادی و نظامی،‌ پروژه خروج آمریکا از افغانستان دنبال می‌کرد همچنین یافته‌های این پژوهش حاکی از آن است که سیاست خارجی ترامپ و جوبایدن در قبال افغانستان که مهمترین سیاست ترامپ توافقنامه صلح با گروه طالبان جهت کاهش هزینه‌های گزاف اقتصادی و خروج نیروهای نظامی آمریکا که سیاست از قبل تعیین شده آمریکا را بیان می‌دارد. </span></span></span></span></span></span></span><br> &nbsp; With the incident of September 11, 2001 in the United States of America, and the presence of the international community in Afghanistan, the issue of Afghanistan became the focus of American foreign policy. The incident of September 11 led to the attack of the United States on the soil of Afghanistan in order to fight terrorism. The military attack of the United States of America in cooperation with the North Atlantic Council (NATO) in Afghanistan, which was carried out in order to fight terrorism in the form of nation-state building in Afghanistan, after the defeat of the Taliban group for two decades, that is, from 2001 to 2021. He spent a lot of money to advance his goals in Afghanistan; But with the complete withdrawal of American military forces on August 15, 2021 and the fall of Afghanistan again to the hands of the Taliban group, American foreign policy faced failure. The fall of the government of the Islamic Republic of Afghanistan took place while Joe Biden had determined his new policy towards Afghanistan based on the withdrawal of America from this country. With the comparative approach of explanation and compilation, it seeks to answer the question of what differences and similarities exist between the foreign policy of Donald Trump and Joe Biden towards Afghanistan. The hypothesis of the present research shows that the foreign policy of Donald Trump and Joe Biden share an opinion on the issue of the withdrawal of NATO forces from Afghanistan, and both periods followed the project of the withdrawal of the United States from Afghanistan due to the excessive economic and military costs.
