fa آینده پژوهی دیپلماسی آب در سیاست خارجی جمهوری اسلامی ایران ، مطالعه موردی افغانستان و ترکمنستان The future study of water diplomacy in the foreign policy of the Islamic Republic of Iran, a case study of Afghanistan and Turkmenistan عمومى General پژوهشي Research آب حیاتی‌ترین منبع طبیعی برای جوامع است که از مرزهای کشورها به روشی نسبتاً آسان عبور می‌کند. این امر استفاده و تخصیص آن را اغلب سیاسی کرده و منجر به ایجاد ترتیبات مختلف همکاری آب فرامرزی به ویژه در حوزه رودخانه‌های مشترک چندین کشور می‌شود. همچنین این منبع ارزشمند در بین کشورهای برخوردار از حوضه‌ آبریز مشترک همواره تنش‌زا و رقابت‌آفرین بوده است. با تشدید این رقابت بر سر آب بین بخش‌ها، کشورها و مناطق همراه با پتانسیل آب، وقوع درگیری‌ها افزایش یافته و ثبات و صلح را در همه مقیاس‌ها به خطر می‌اندازد. با توجه به این مسئله، توزیع نامتوازن آن در مناطق مختلف جهان و مشترک بودن بسیاری منابع آبی بین کشورها، ضرورت استفاده از دیپلماسی آب گریزناپذیر است. دیپلماسی آب مفهومی نوظهور برای پرداختن به ماهیت سیاسی همکاری‌های فرامرزی و پیوند آب با همکاری‌های گسترده‌تر منطقه‌ای، ژئوپلیتیک و سیاست خارجی است. پژوهش حاضر با هدف آینده‌پژوهی دیپلماسی آب در سیاست خارجی ایران با روش پژوهش ترکیبی انجام شده است. مبتنی بر یافته‌های پژوهش، نخست این نتیجه حاصل شد که وضعیت هیدروپلتیکی ایران در زمینه رودخانه‌های مرزی با افغانستان علی‌رغم توافقنامه‌های دو جانبه همواره توام با چالش هایی بوده و با ترکمنستان همراه با عمل به تعهدات دو جانبه بوده است. ثانیا نظام سیاست‌گذاری، مناسبات سیاسی، امنیت ملی و دیپلماسی اقتصادی به عنوان سیاست‌های راهبردی موثر بر مناسبات دیپلماسی آب از اثربخشی مستقیمی در سیاست خارجی ایران دارند. در نهایت مدیریت یکپارچه و جامع‌‌‌نگر منابع آبی، پایش یکسویه منابع در برابر راهبرد تعاملی و همگرایی، مهار و پایش منابع آبی و تنش و منازعه به عنوان سناریوهای محتمل بر آینده مناسبات دیپلماسی ایران، افغانستان و ترکمنستان ارائه شدند.   Water is the most vital natural resource for societies that crosses national borders in a relatively easy way. This makes its use and allocation often politicized and leads to the creation of various transboundary water cooperation arrangements, especially in the common rivers of several countries. Also, this valuable resource has always been a source of tension and competition among countries with a shared watershed. With the intensification of this competition for water between sectors, countries and regions along with water potential, the occurrence of conflicts has increased and endangers stability and peace at all scales. Considering this issue, its uneven distribution in different regions of the world and the common nature of many water resources between countries, the necessity of using water diplomacy is unavoidable. Water diplomacy is an emerging concept for addressing the political nature of transboundary cooperation and linking water with broader regional cooperation, geopolitics, and foreign policy. The present study was conducted with the aim of future research on water diplomacy in Iran's foreign policy with the combined research method. Based on the findings of the research, firstly, it was concluded that Iran's hydropolitic situation in the field of border rivers with Afghanistan, despite the bilateral agreements, has always been accompanied by challenges and with Turkmenistan, it has been accompanied by the implementation of bilateral obligations. Secondly, the policy-making system, political relations, national security and economic diplomacy as strategic policies effective on diplomatic relations have a direct effect on Iran's foreign policy.
