fa بررسی تعامل و تقابل سیاست خارجی آمریکا در قبال امارت اسلامی طالبان تخصصي Special پژوهشي Research <span style="font-size:11pt"><span style="line-height:150%"><span style="direction:rtl"><span style="unicode-bidi:embed"><span style="font-family:Calibri,sans-serif"><span lang="AR-SA" style="font-size:14.0pt"><span style="line-height:150%"><span b="" style="font-family:" zar=""><span style="color:#0d0d0d">شکست سیاست‌ها و راهبردهای متنوع و گوناگون ایالات&shy;متحده در قبال جنگ و صلح افغانستان، باعث سقوط جمهوریت و به قدرت رسیدن امارت اسلامی طالبان شد. پس از این وقایع، آمریکا تعامل با طالبان را متوقف و تحریم‌های مالی علیه حکومت جدید افغانستان را مقرر کرد. از آن&shy;جایی که آمریکا نمی‌تواند به مدت طولانی به این سیاست ادامه دهد. ناچارا، باید تعامل و گفتگو یا تقابل با امارت اسلامی را در پیش&shy;بگیرد. از این جهت </span></span></span></span><span lang="FA" style="font-size:14.0pt"><span style="line-height:150%"><span b="" style="font-family:" zar=""><span style="color:#0d0d0d">ایلات متحده آمریکا همواره سیاست خارجی خود در مقابل کشور افغانستان را متناسب با جغرافیای قدرت، سیاست داخلی آن کشور، فضای حاکم بر ساختار بین&shy;المللی و همچنین تحت تآثیر کشورهای مختلف یا رقیب خود در غرب آسیای تنظیم نمود است. پس از حوادث یازده سپتامبر در سال 2001 رابطه میان افغانستان و آمریکا به صورت همه جانبه و استراتژیک بوده که تمامی ابعاد روابط میان دو کشور را در بر می&shy;گیرد. در این راستا پژوهش حاضر در پی پاسخ به این پرسش است که &laquo;دلایل تغییر پارادایم سیاست خارجی آمریکا در قبال امارت اسلامی طالبان چیست؟ روش بکارگرفته در این پژوهش کیفی از نوع توصیفی- تحلیلی و شیوه گردآوری منابع کتابخانه&shy;ای استفاده از کتاب&shy;ها، مقالات و روزنامه&shy;ها می&shy;باشد. فرضیه پژوهش براین است که حضور ایالات متحده آمریکا در افغانستان با رویکرد تهاجمی برای تثبیت قدرت بوده است اما دلیل تغیر مواضع سیاسی آن به بازموازنه سازی؛ ظهور چین به عنوان یک ابرقدرت و تغییر منافع آمریکا از افغانستان به شرق آسیاه، و ناکامی در مبارزه باتروریسم است.</span></span></span></span></span></span></span></span></span><br> <span style="font-size:11pt"><span style="line-height:150%"><span style="direction:rtl"><span style="unicode-bidi:embed"><span style="font-family:Calibri,sans-serif"><span lang="FA" style="font-size:14.0pt"><span style="line-height:150%"><span b="" style="font-family:" zar=""><span style="color:#0d0d0d"></span></span></span></span></span></span></span></span></span><br> &nbsp; <br> <br> The failure of the various policies and strategies of the United States regarding the war and peace of Afghanistan will cause the fall of the republic and the entry of the Islamic Emirate of the Taliban. After these events, the United States pitted the Taliban against the new Afghan government. Because America cannot continue this policy. Inevitably, you should start a dialogue or a confrontation with the Islamic Emirate. For this reason, the American government always adjusts its foreign policy towards the country of Afghanistan with its geographical power, internal politics of that country, the atmosphere governing the international structure and also influencing its types or competitors in West Asia. After the events of September 11, 2001, the relations between Afghanistan and America have been strategic in any way, which includes all the relations between the two countries. In this regard, the present researcher is looking for an answer to the question, &quot;What are the reasons for the change in the paradigm of American foreign policy towards the Islamic Emirate of the Taliban?&quot; The method used in this research is qualitative, descriptive-analytical, and the method of collecting library resources using books, articles, and newspapers. The hypothesis of the research is that the United States of America has been aggressive to establish power in Afghanistan, but the reason for the change in the country&#39;s political positions is to rebalance.
