fa بررسی اثرگذاری متغیرهای داخلی در ایران و آمریکا بر معاهده برجام بر اساس نظریه اجماع ولفرام هانریدر تخصصي Special پژوهشي Research <span style="font-size:11pt"><span style="tab-stops:right 441.0pt 463.5pt"><span style="direction:rtl"><span style="unicode-bidi:embed"><span style="line-height:115%"><span sans-serif="" style="font-family:Calibri,"><span lang="AR-SA" style="font-size:13.0pt"><span style="line-height:115%"><span b="" nazanin="" style="font-family:">برجام به‌عنوان یک معاهده بین‌المللی که در پی تنش‌زدایی از روابط ایران و غرب منعقد گردیده است؛ اما در سطح داخلی این کشورها نسبت به آن اختلاف‌نظرهایی وجود داشته است به‌گونه‌ای که حتی پس از انعقاد آن وبا خروج ترامپ از این معاهده نیز همچنان این اختلافات ادامه پیدا کرده است و یکی از مهم‌ترین علل مثمرثمر نبودن این معاهده را باید در همین اختلافات جست‌وجو کرد. در همین راستا پژوهش حاضر در پی پاسخ‌گویی بر این پرسش برآمده است که احزاب داخلی ایران و آمریکا چگونه بر رویکرد مثبت برجام تأثیرگذار هستند؟ و با استفاده از روش گفتمان و بهره‌گیری از نظریه اجماع هانریدر<a href="#_ftn1" name="_ftnref1" title=""><span class="MsoFootnoteReference" style="vertical-align:super"><span class="MsoFootnoteReference" style="vertical-align:super"><span style="font-size:13.0pt"><span style="line-height:115%"><span calibri="" style="font-family:">[1]</span></span></span></span></span></a> این فرضیه حاصل گردیده است که با یک اتفاق آراء جمعی در دو کشور ایالات متحده امریکا و جمهوری اسلامی ایران می‌توان شاهد یک بازی با حاصل‌جمع جبری مثبت در قبال مسئله توافق هسته‌ای بود همان‌طور که درگذشته ایران در دولت روحانی به اجماع در سطح نخبگان با تأکید بر روی حفظ چرخه مستقل سوخت هسته‌ای رسید و آمریکا در دولت اوباما با اتخاذ رویکرد تعامل شرایط را برای شکل‌گیری معاهده فراهم کرد، امروز نیز متغیرهای داخلی می‌توانند دو کشور را به سمت اجماع و سازگاری و یا مخاصمه پیش ببرند.</span></span></span><span dir="LTR" style="font-size:13.0pt"><span style="line-height:115%"></span></span></span></span></span></span></span></span> <div>&nbsp; <hr align="left" size="1" width="33%" > <div id="ftn1"><span style="font-size:10pt"><span sans-serif="" style="font-family:Calibri,"><a href="#_ftnref1" name="_ftn1" title=""><span class="MsoFootnoteReference" style="vertical-align:super"><span class="MsoFootnoteReference" style="vertical-align:super"><span style="font-size:10.0pt"><span style="line-height:115%"><span calibri="" style="font-family:">[1]</span></span></span></span></span></a> Hunrider</span></span></div> </div> <span style="font-size:11pt"><span style="tab-stops:right 441.0pt 463.5pt"><span style="line-height:115%"><span sans-serif="" style="font-family:Calibri,"><span style="font-size:13.0pt"><span style="line-height:115%"><span new="" roman="" style="font-family:" times="">JCPOA refers to an international treaty concluded after the de-escalation of Iran-West relations. Nevertheless, there have been conflicts on it at these countries&rsquo; internal level, so that these conflicts have continued even after its conclusion and with Trump&rsquo;s withdrawal from this treaty. Accordingly, one of the key reasons for this treaty&rsquo;s ineffectiveness is rooted in these very conflicts. In this regard, the present research is aimed at answering the question of how do the Iranian and American internal parties affect the positive approach of the JCPOA? Moreover, through using the discourse method and by means of the consensus theory of Hanrieder, we reached the hypothesis that via a collective consensus in the two countries, i.e. the United States of America and the Islamic Republic of Iran, a game with a positive algebraic sum can be watched regarding the nuclear agreement issue.
