fa تجزیه و تحلیل سیاست خارجی چین در آسیای میانه با استفاده از رویکرد قدرت نرم Analysis of China's foreign policy in Central Asia Using a soft power approach تخصصي Special پژوهشي Research      هارتلند یا به تعبیری آسیای مرکزی همواره به عنوان یک منطقه مهم تلقی می‌گردد. اخیرا نیز چین آرمان قدرت نرم را همچون ابزاری جدی  در سیاست خارجی خود در این منطقه به کار گرفته است. مقاله پیش رو، به دنبال پاسخ به این سؤال است که قدرت نرم چیست و چین چگونه از آن در قبال کشورهای آسیای مرکزی استفاده کرده است؟ در پاسخ به سؤال، این فرضیه مطرح می شود که چین در راستای منافع ملی خود و ارائه تصویری مطلوب از خود در میان کشورهای آسیای مرکزی، از دیپلماسی عمومی به‌عنوان ابزاری مهم قدرت نرم در سیاست خارجی استفاده نموده است تا یک فضای امن و صلح‌آمیز ایجاد کند، نیازهای گسترده و فزاینده انرژی خود را تنظیم کند و سلطه سایر بازیگران قدرتمند در این منطقه را محدود نماید. در این چارچوب، این مطالعه با استفاده از منابع کتابخانه‌ای و روش توصیفی-تحلیلی، بر این بحث متمرکز است که قدرت نرم می‌تواند نقش مهمی در شکل دادن به جذابیت چین در میان سایر کشورها داشته باشد. برای این منظور، چین ابزارهای مختلفی از منابع قدرت نرم ازجمله فرهنگ، زبان، هنر چینی، کمک‌ها، تجارت و سرمایه‌گذاری چینی را به کار گرفته است. علاقه چین به استفاده از قدرت نرم از منافع ملی آن ناشی می‌شود. این منافع ملی شامل تلاش برای ایجاد یک محیط صلح‌آمیز برای رشد اقتصادی آن، تأمین نیازهای روزافزون انرژی آن و همچنین به حداقل رساندن تأثیر سایر قدرت‌ها، به‌ویژه ایالات‌متحده و روسیه است. چین به‌طور فزاینده‌ای از دیپلماسی فرهنگی استفاده کرده و آن را به یک ابزار اصلی در استراتژی خود در میان کشورهای آسیای مرکزی تبدیل کرده است. Central Asia is considered a vital region. Recently, China has used the idea of soft power as an important tool in its foreign policy in the region. This article seeks to answer the questions of what is soft power and how has China used it against Central Asian countries? In response to the questions, it has been hypothesized that China has used soft diplomacy as an important tool in foreign policy to create a secure and peaceful environment in the interests of its national interests and to present a favorable image of itself among Central Asian countries. Extensively regulate its energy and limit the dominance of other powerful actors in the region. In this context, this study, using library resources and descriptive-analytical methods, focuses on the argument that soft power can play an important role in shaping China's attractiveness among other countries. To this end, China has used a variety of tools from soft power sources, including Chinese culture, language, art, aid, Chinese trade and investment. China's interest in using soft power stems from its national interests. These national interests include trying to create a peaceful environment for its economic growth, meeting its growing energy needs, and minimizing the influence of other powers, especially the United States and Russia.
