fa روان‌شناسی شناختِ دولت روحانی در قبال هشدار خروج دولت ایالات ‌متحده از برجام تخصصي Special پژوهشي Research <span style="font-size:13pt"><span style="line-height:normal"><span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><b>&nbsp;&nbsp;&nbsp;&nbsp; </b><span lang="AR-SA" style="font-size:10.0pt"><span b="" lotus="" style="font-family:"><span style="letter-spacing:-.3pt">عمده تحقیقات صورت گرفته درباره شیوه و فرایند تصمیم&rlm;گیری رهبران سیاسی در سیاست خارجی، تصمیمات مزبور را به عنوان یک برون&rlm;داد عینی قلمداد کرده&rlm;اند و از فرایندهای شناختی منتهی به یک تصمیم&rlm;گیری مهم توسط افراد/رهبران مغفول مانده است. هدف از این پژوهش بررسی شیوه استدلال و سبک شناختی دولت حسن روحانی در مواجهه با تهدید 47 سناتور جمهوری&rlm;خواه آمریکا به خروج دولت بعد از باراک اوباما از هرگونه قرارداد هسته&rlm;ای با جمهوری اسلامی ایران است. با استفاده از تحلیل برخی سخنرانی&rlm;ها و مصاحبه&rlm;های موجود، فرایند شناختیِ رئیس و وزیر</span></span></span> <span lang="AR-SA" style="font-size:10.0pt"><span b="" lotus="" style="font-family:"><span style="letter-spacing:-.3pt">خارجه دولت&rlm;های یازدهم و دوازدهم و رئیس اسبق کمیسیون سیاست خارجی مجلس در زمان مذاکرات در قبال هشدارهای خارجی و داخلی مطرح در خصوص ناپایداری چنین قراردادی با توجه به حقوق اساسی </span></span></span><span lang="FA" style="font-size:10.0pt"><span b="" lotus="" style="font-family:"><span style="letter-spacing:-.3pt">خاص و پیچیده</span></span></span><span lang="AR-SA" style="font-size:10.0pt"><span b="" lotus="" style="font-family:"><span style="letter-spacing:-.3pt"> ایالات متحده آمریکا بررسی می&rlm;شود. با فرض گرفتن تلاش برای تامین منافع ملی و طبق نظریه انسجام شناختی و نظریه طرح&rlm;واره، دولت روحانی بر اساس باورها</span></span></span><span lang="FA" style="font-size:10.0pt"><span b="" lotus="" style="font-family:"><span style="letter-spacing:-.3pt"> و پیش&rlm;فرض&rlm;های</span></span></span><span lang="AR-SA" style="font-size:10.0pt"><span b="" lotus="" style="font-family:"><span style="letter-spacing:-.3pt"> بنیادین پیشینی خود در قبال&nbsp; مذاکره با غرب(خصوصا ایالات متحده آمریکا)، هرگونه اطلاعات</span></span></span> <span lang="AR-SA" style="font-size:10.0pt"><span b="" lotus="" style="font-family:"><span style="letter-spacing:-.3pt">و بحث جدیدِ دال بر مسیر نادرست مذاکرات را خود کنار گذاشت و کوشید باورها/ پیش&rlm;فرض&rlm;های خود را در قبال غرب و مذاکرات با آن حفظ کند. شناخت و رویکرد رهبران سیاسی در قبال اطلاعات محیطی آنها در سطح منطقه&rlm;ای و بین&rlm;المللی، نقش غیرقابل انکاری در فهم واقعیات و تنظیم اهداف، اولویت&rlm;ها و عملکرد کشورها دارد. از این&rlm;رو هرگونه خطای شناختی می&rlm;تواند تبعات منفی میان&rlm;مدت و بلندمدت برای منافع ملی داشته باشد.</span></span></span><span dir="LTR" style="font-size:10.0pt"><span style="letter-spacing:-.3pt"></span></span></span></span></span></span></span><br> &nbsp; <strong>Background</strong>: Major research on the method and process of decision-making of political leaders in foreign policy have considered the decisions as an objective output and have ignored cognitive processes leading to decision making by leaders. <strong>Aims</strong>: The purpose of this study is to investigate the reasoning and cognitive style of Hassan Rouhani&#39;s government in response to U.S withdrawal warning from JCPOA and from any nuclear deal with the I.R.I after Barack Obama administration. <strong>Method</strong>: Using the analysis of some lectures and interviews, cognitive process of the President and his Foreign Minister, and also previous Chairman of the Parliamentary Committee on Foreign Policy during negotiations about external and domestic warnings concerning the instability of such a treaty with respect to specific and complicated United States Constitution. <strong>Finding</strong>: Assuming an effort to secure national interests and in accordance with the theory of cognitive coherence and the theory of schema, the Rouhani administration, based on its fundamental beliefs and assumptions about negotiating with the West (especially the United States), provided any new information and argument indicating the wrong direction of the negotiations and tried to maintain his beliefs/ assumptions about the West and the negotiations with it. <strong>Conclusion</strong>: The cognition and approach of political leaders towards their environmental information at the regional and international level, has an undeniable role in understanding the facts and setting goals, priorities and actions of countries.
