fa عوارض سیاست های کاهش وابستگی به درآمد نفت دردولت روحانی تخصصي Special پژوهشي Research ایران به دلیل وابستگی به درآمدهای نفتی وآسیب های ناشی ازاقتصاد رانتی خود؛سالهاست ازاثرات مزمن اقتصاد تک محصولی رنج می برد.ساختاراقتصاد رانتی ایران به دلیل چنین خصیصه ای همواره توام با بحرانها ومشکلات اقتصادی گسترده ای بوده است ودلتمردان برای رهایی ازمشکلات ناشی ازآن؛ سودای اقتصادبدون نفت درسرپرورانده اند. ازاینرو؛ تفکیک اقتصاد خود ازدرآمدهای نفتی؛ تکیه به اقتصادغیرنفتی واجرای اقتصاد بدون نفت ؛سابقه دیرینه ای وآرزوی دست نیافتنی درایران داشته است.این پژوهش برمبنای تئوری اقتصاد بدون نفت نفیسی راد؛ قصد دارد برمبنای تئوری اقتصاد بدون نفت نفیسی راد؛اقتصاد بدون نفت دردوره روحانی وپیامدهای آن را آسیب شناسی کند.بدین معنا درصد آنست که دریابد تکیه براقتصاد بدون نفت چه عوارضی برای اقتصاد دولت روحانی گذاشته است؟ فرضیه مقاله اینست که به نظرمی رسد دولت روحانی به دلیل کاهش درآمدهای نفتی وتحریم های بین الملل ؛فرصتی بی سابقه یافت تا سیاست اقتصاد بدون نفت درایران را بسان آرزوی دیرینه دولتمردان اجرا کند اما به دلیل حاکم بودن اقتصاد تک محصولی و وابستگی شدید به درآمدهای نفتی؛ نتوانست ازآسیب های ناشی ازاقتصادرانتی مصون بماند.ازاین منظر؛بدهی بانکی؛ کاهش درآمد ملی؛ کاهش فقروفاصله طبقاتی؛کاهش ارزش پول ملی؛رکود تورمی؛ بیکاری؛ کاهش تولید؛ کسری بودجه وکاهش رشد اقتصادی ازعوارض وپیامد بحران های بی سابقه ای بود که دولت روحانی با آن مواجه شد.بدین سان ؛سیاست گذاری دولت وی برای اجرای اقتصاد بدون نفت نه تنها نتوانست ازاقتصاد رانتی آغشته به درآمدهای نفت رهایی یابد بلکه اقتصادی توام با بحران های ازهم گسیخته دولت وی معضلی بود که دامنگیراقتصاد ایران شد وممکن است سالها دولتهای دیگرراهم درگیرکند. <br> Due to its dependence on oil revenues and the damage caused by its rentier economy, Iran has been suffering from the chronic effects of a single-product economy for years. Due to such a characteristic, the structure of Iran&#39;s rentier economy has always been accompanied by widespread economic crises and problems, and the rebels have longed for an economy without oil to get rid of the problems caused by it. Therefore, separating their economy from oil revenues, relying on a non-oil economy, and implementing an economy without oil has had a long history and an unattainable desire in Iran. This research, based on the theory of the economy without oil by Nafisi Rad, aims to diagnose the economy without oil during the Rouhani era and its consequences. In this sense, the percentage is to find out what complications the reliance on an economy without oil has had for the economy of the Rouhani government? The hypothesis of the article is that it seems that due to the decline in oil revenues and international sanctions, the Rouhani government found an unprecedented opportunity to implement the policy of an oil-free economy in Iran, as the government had long desired. However, due to the dominance of a single-product economy and heavy dependence on oil revenues, it could not be immune from the damages caused by the rentier economy. From this perspective, bank debt, a decrease in national income, a decrease in poverty and class gap, a decrease in the value of the national currency, stagflation, unemployment, a decrease in production, a budget deficit, and a decrease in economic growth were among the consequences and consequences of the unprecedented crises that the Rouhani government faced.
